Gorshkov was the driving force behind the Soviet navy's oceangoing offensive strategy, an ambition that came to fruition during the 1980s.
First, as the carrier was being dismantled for scrap, Chinese naval architects and engineers were able to see at first hand how it had been designed and built; using this information naval architects were able to prepare drawings for a light carrier.
Second, the flight deck of the Melbourne was kept intact and used for pilot training in carrier takeoffs and landings (though a static flight deck would, of course, have been of limited utility, since it could not replicate the pitch and roll of an aircraft carrier at sea).

The deal for the purchase of the refurbished aircraft carrier was announced by Defence Minister George Fernandes and his Russian counterpart Sergei Ivanov at a joint press conference.
In the context of the aircraft carrier sale, the Russian Defence Minister noted, “future contracts involve technical assistance and development of infrastructure.” Commenting on the T-90 main battle tank imported from Russia, Mr Ivanov said they are fully operational and have undergone all range of tests to assess its performance under different climatic conditions.
Admiral Gorshkov was laid down at a shipyard in Nikolayev (Ukraine) in December 1978 and inducted into the then USSR Navy in December 1991 as ‘Baku’.

Older aircraft can be upgraded to modern electronic standards at a fraction of the cost of new fighters, an option increasingly popular in these days of tightened defence budgets (for example, the RNZAF recently upgraded its Skyhawk fleet with a radar and avionics suite equivalent to that of the F-16A).
The aircraft made several landings and take-offs, with no use of arrester gear or catapults, and performed well (the pilot, Lieutenant James H Flatley III, was awarded the DFC for his part in the tests).
The training/reserve carrier is scheduled to operate as a regular active carrier at least through 1997, and it may be "promoted" to full-time active service, bringing the force to 12 ships.

The aircraft carrier was handed over to the USSR Navy in 1987 when it used to be called 'Baku'.
Ivanov, on his arrival Monday, had said the aircraft carrier would be delivered to India by 2008 in time as the Indian Navy's sole aircraft carrier, INS Viraat, is scheduled to be phased out around that time.
"These are non-strategic aircraft and their range of action is limited to long-range maritime reconnaissance," Ivanov said, as he maintained that other aircraft from the Tupolev family, like TU-160 and TU-95, were based in Arabian Sea during the biggest ever Indo-Russian naval exercise in the Persian Gulf late last year.

In 1988, the Alize became the last aircraft of the Indian Navy to be used in combat, when a single aircraft, fired rockets on the LTTE Mercenary ship MV 'Progress light', causing it to halt and eventually be boarded and captured by Marine Commandos.

This was one of the reasons the USSR invaded Afghanistan (the others being "fraternal assistance" to a Socialist government and a need to break some heads overseas before the Moslems in their southern republics started causing too many problems).
Or maybe the carriers are needed as response to the "Charles de Gaule"...

Tests were apparently mostly conducted on a land-based replica of a carrier deck in the Crimea, since it could not perform a true carrier landing without reinforced landing gear.
These aircraft are the same as their naval equivalents, except that they have lighter landing gear, and a drag chute instead of an arresting hook.
