On November 2, 1868 New Zealand officially adopted a standard time to be observed nationally, and was perhaps the first country to do so.
Nowadays, UT in relation to International Atomic Time (TAI) is determined by Very Long Baseline Interferometry (VLBI) observations of distant quasars, which method has an accuracy of micro-seconds.
Most sources of time and celestial coordinate system standards use UT1 as the default meaning of UT, though occasionally UTC may be implied.

UT1 is continuous, and UTC is incremented or decremented by integer seconds to stay witin 0.9 seconds of UT1.
Since UT1 is now determined from observations from an ensemble of obsevatories, often as part of VLBI interferometers, the practical use of UT0 has dwindled.
It might seem strange that UT1, a solar time, is determined by measuring the earth's rotation with respect to distant celestial objects, and GMST, a sidereal time, is derived from it.

Its purpose is to keep the UTC time scale within ±0.9 s of the UT1 astronomical time scale, which changes slightly due to variations in the rotation of the Earth.
Leap seconds are used to keep the difference between UT1 and UTC to within ±0.9 s.
The current value of UT1 - UTC is called the DUT1 correction and is obtained from the Bureau International des Poids et Mesures (BIPM).

UT value and sigmas of 24 hours experiment was propagated to the time epoch of the Intensive using UT1, UT1 rate, sigmas and correlations between UT1 and UT1 rate.

 UT1 time series predictor
This facility, created by the IERS GGFC Special Bureau for Tides, allows users to predict tidal variations in Earth's rotation rate based on the harmonic constants of 8 short-period (diurnal and semidiurnal) tidal constituents.
The default harmonic constants are for UT1 variations implied by the ocean tide model that was adopted for the IERS 1996 Conventions.
Moreover, it is clear that this facility can be used to predict ANY tidal time series, e.g., sea level, gravity, etc., not just UT1 variations.

I have NO clue what the bug is. I've been playin' UT99 all along, never once had a problem with something being 'too bright' or whatever this bug causes.
