Legislative power is vested in the parliament, composed of 18 members elected for a three-year term by Nauruan citizens who have attained the age of 20 years.
Seven of the eight constituencies (representing 10 out of 14 districts) return two members each, and the constituency of Ubenide (representing 4 districts) returns four members.
Executive power is exercised by the president, who also fulfills the residual duties of head of state; he is elected by parliament and is assisted by a cabinet, which he appoints.

Adeang, the leader of what was formerly called The Visionary Group and a consistent critic of the way past governments dissipated the country’s once vast wealth, easily topped the poll in the largest constituency of Ubenide.
For example, in Ubenide, there were 17 candidates which meant that the person marked number one by the voter got one full vote while the second preferred candidate got half a vote, right down to the least favored candidate who got 1/17th of a vote.
He fell to eighth place in Ubenide and lost his seat.

Although there are only about 4,600 voters in Nauru the count will be slow because of Nauru's complex fractional preferential voting system.
In the largest constituency, Ubenide, which returns four members, there are 17 candidates so every vote is counted 17 times from the full value of one for a first preference to the tiny fraction of one seventeenth for the candidate listed last by the voter.
The final count goes to three decimal points.

Nauru's constitution was written on 29 January 1968 and the island achieved independence on 31 January 1968 (from the Australia-, New Zealand-, and UK-administered UN trusteeship).
