Here not only is the railway firmly a part of old England (with the bus company there to represent the distorting forces of modernity and commercialism), but it is also the traditional regional élite of squire and parson which takes the lead in enabling the villagers to run their own railway.

The East African Railways Development Corporation said in a statement that if it were given a five-year contract, it would start paying an annual fee to government in the fourth year of operation.
A consultant for the company, Mr Vincent Kityamuwesi Musubire, said their target was to increase the volume of Uganda Railways traffic to 70,000 tonnes per month in the short-term and to more than 1.1 million tonnes by the fifth year of the contract.
Uganda Railways has been downsizing its operations over the years, citing heavy losses on a number of routes and the termination of subsidies by the government.

The ceremony was witnessed by hundreds of people, many of whom recalled the "good old days" when the railway line boosted business in the region.

THE UGANDA Railways Corporation has been criticised for giving exclusive rights to private companies for the use of its wagons.
The report by CPCS Transcom says Uganda Railways, which is in a state of bankruptcy, with operating losses of about $500,000 per month, handed over control and operation of wagons to customers who did not have the broader interest of the corporation at heart.
In addition to its inability to meet its operational and administrative costs, Uganda Railways also has a debt of Ush41 billion ($31.5 million), of which about 45 per cent is on account of unserviced long-term loans.
