  Comando Supremo: Field Marshal Ugo Cavallero
Ugo Cavallero was born in Casale Monferrato (Piemonte, North-Western Italy) on 20 September 1880.
Cavallero had conflicts of interest with Gen. Badoglio (Chief of General Staff since 1925) because he was the inspirator of the Royal Decree number 68 of 6 February 1927, a law that drastically diminished the powers of the General Staff.
Cavallero, who didn't want to brake his oath to the King, understood his life was finished: he committed suicide during the night between 13 and 14 September, maybe also advised by German officers that suicide was the only choice for a man without a future and charged of treason both by Badoglio and by Germany.

A committed Fascist, Cavallero was made a senator in 1926 and in 1927 became a Major General.
After Italy entered World War II in 1940, Cavallero was made Chief of the Italian Supreme Command, commander of the Italian forces fighting in Greece, and Commander in Chief of the Italian Army Group in Albania.
Cavallero also opposed Field Marshal Erwin Rommel’s invasion of Egypt and campaigned for Rommel’s dismissal in 1942, but he was ignored by both Hitler and Mussolini.

Cavallero succeeded Badoglio as Chief of Staff of the Italian Army in December 1940.
He attempted to persuade Mussolini to sign an armistice with the Allies and subsequently assisted in the overthrow of the dictator and negotiations with the Allies.
Cavallero, however was not trusted by the Allies and was not appointed as Chief of Staff in the new non-Fascist government.

In August of 1929 Cavallero arranged the murder of 6 Italian officials in Greece, blamed it and the economic smash caused by the stock market crash (it was not as bad in Italy, which was currently making radical changes to its economy anyway) in the US on all of Italy's problems.
Cavallero fled to Spain, while most of his allies where killed in trials in Milan after the war.

Ugo Cavallero was sent to Albania to decide if Soddu was up to the task of running the war there.
Cavallero basically decided he wasn't, and effectively assumed command there (in addition to his duties of Chief of the General Staff, a job which he was also given at the start of December).
Soddu was allowed to remain in his post, pretty much an empty uniform, until formally recalled in mid-January, at which point he joined his former protege on the list of the involuntarily retired.

Cavallero, accompanied by Field Marshal Kesselring, German Commander-in-Chief South, met Rommel at Sidi Barrani shortly before midday on 26 June, by which time Panzerarmee was assembling for the attack on Matruh.
Cavallero also told Rommel that the utmost advantage should be taken of the successes to date but warned him that the supply situation was difficult.
As a result of air activity from Malta, the route to Tripoli must be abandoned in the meantime and the route to the Cyrenaica ports was threatened.

Interrogato dal generale Carbone, mentre era nel carcere militare del Forte Boccea, il Maresciallo Ugo Cavallero stese di proprio pugno questo memoriale, col quale ha voluto dimostrare che anche lui aveva preparato un colpo di Stato contro Mussolini e che anche lui aveva pensato proprio a Badoglio come capo del Governo.
Avrebbe dovuto sapere Badoglio non era suo amico tant'è che appena successe a Mussolini dopo la notte del 25 luglio 43 lo fece arrestare così in fretta che Cavallero non ebbe nemmeno il tempo di accorgersi che il Governo era passato di mano e riteneva che il « fermo » fosse stato ordinato da Mussolini.
Questo forse il motivo del suicidio del Maresciallo Cavallero: il Maresciallo Kesselring ed il colonnello Dolmann, nei colloqui avuti con lui a Frascati subito dopo la sua liberazione dal forte Boccea, gli parlarono certamente del memoriale, ed egli preferì uccidersi piuttosto di partire per la Germania, dove non sapeva cosa avrebbe potuto attenderlo.

The scene is set in the first chapter with its overview of the situation, then as usual in this series we get a look at the opposing commanders and their armies – not just Montgomery and Rommel but Monty’s superiors, predecessors and subordinates and the Italian commanders and their forces too.
Theoretically Rommel was subordinate to an Italian high commander, Marshall Ugo Cavallero, but in practice things were rather different.
It is striking that Auchinleck was removed from command for wanting to delay an attack on Rommel’s forces until mid-September 1942, when his 8th Army would be reinforced and re-equipped, but his replacement Alexander and of course Montgomery actually delayed until mid-October for the same reasons and got away with the delay.
