Uilleann pipes are normally no louder than a fiddle or accordion and sometimes much quieter, depending on the pitch, the style of the player (how the pipes are adjusted) and the particular instrument.

 The Uilleann Pipes
The modern uilleann pipes, pitched in D or sometimes E flat, were developed in Philadelphia in the latter half of the 19th century by the Taylor brothers, who emigrated from Drogheda.
Previously the pipes could be pitched in anything from around B flat to C sharp; the Taylor pipes were in a way a product of market forces, since they produced the greater volume needed to fill the American concert and music halls, where Irish music was a flourishing industry.
Whatever the case, the regulators, thought by many to be an integral component of the uilleann pipes, seem to have been grafted on (is it accidental that they are inserted into that part of the pipes known as the stock?) to accommodate non-Irish music.

His piping is slightly erratic for timing, and his tune versions are a little idiosyncratic, which is perhaps not a good start.
My accordion with it's steel reels is pretty much in decent reliable pitch all the time, but the other guy's pipes are notorious for varying their pitch with humidity and temerature, and he even swaps chanters mid-set sometimes.
In my experience, pipes and pipers can have some weird intonations, and not all are committed to the idea of playing in tune as a basic part of group playing.
