UKAZ, or UKASE (Russ., from ukazat, a shortened form of ukazlivat, to show, announce, prescribe), a term applied in Russia to an edict or ordinance, legislative or administrative, having the force of law.
A ukaz proceeds either from the emperor or from the senate, which has the power of issuing such ordinances for the purpose of carrying out existing decrees.
A difference is drawn between the ukaz signed by the emperor's hand and his verbal ukaz, or order, made upon a report submitted to him.

The Ems Ukaz, or Ems Ukase (Эмский указ, Emskiy ukaz; Емський указ, Ems’kyy ukaz), was a secret decree (ukaz) of Tsar Alexander II of Russia issued in 1876, banning the use of the Ukrainian language (the so-called Little Russian dialect) in print, with the exception of reprinting of old documents.
In 1881, the new Tsar Alexander III amended the ukaz.
The ukaz was never cancelled, but became void along with all other imperial Russian laws in the February Revolution of 1917–18.

The optimism that colored my first week in Jordan, as I experienced Souk Ukaz and Amman’s vision of itself as an up-and-coming cultural center, suddenly changed hues as the events of September 11th left the world in shock and mourning.
This tragedy was put in a different context, however, with the realization that people here in the Middle East have been living for decades with violence and the painful disruption to daily life that it brings.
