In Aikido training this means that the uke initiates an attack against his partner (the nage or "thrower"), who then defends himself with a technique, generally causing the uke to be pinned or thrown.
In anime and manga, especially shounen-ai, yaoi and hentai, uke is a general term for a partner in a relationship who is predominantly femme, a bottom, and/or a submissive.
Uke are generally younger characters who are shorter, younger, or otherwise have an appearance slightly more 'cuddly' than handsome.

I think the problem is that once I grab the uke who is in on their knees, they are not moving nearly as freely as I am when I'm the standing uke and I am VERY close.

Uke should maintain upright posture, and and take a step to recover balance when appropriate.
Nage should take uke to the point of needing to step, and feel for the moment when uke needs to step.
This time, take uke to the point of stepping, but reverse the motion as soon as ukes foot starts to leave the ground.

As for the "cross-hand grab," in which for example uke's right hand grabs nage's right hand, I have heard this called both kosadori and aihanmi katatedori.
I recently came across katatedori ryotemochi in the ASU handbook and was not sure if it refers to what I learned as ryotedori or morotedori.
