Ulithi is an atoll in the Caroline Islands of the western Pacific Ocean, about 100 km (62 mi) east of Yap.
Ulithi was a major base for the United States Navy in World War II.
However, Ulithi was perfectly positioned to act as a staging area, being nearly equidistant from the Philippines, Formosa, and Okinawa.

Ulithi Atoll (also know as Urushi, or Mackenzie Island) is a coral atoll in the Federated States of Micronesia, in the western Pacific Ocean.
These piers, each consisting of the 4-by-12-pontoon sections, filled with sand and gravel, were sunk and anchored in place by guy ropes to deadmen on shore and by iron rods, driven into the coral, with connecting tie pieces running across the tops of the pontoons.
The mother submarines were to approach the Ulithi lagoon passages and release the Kaitens against targets among Rear-Admiral Frederick Sherman's Task Group 38.3 and Commodore W.R. Carter's Service Squadron 10, which occupied the berthing areas within the lagoon.

The scene on Ulithi Atoll's Faralop Island is familiar to anyone who has seen the wreckage of a Pacific island in the days after a bad typhoon: downed trees, many homes without roofs and some structures completely blown to the ground.
Ulithi Atoll is not alone in its suffering after the typhoon.
Fais Island, about fifty miles from Ulithi, was hit even harder by the typhoon, though it has a higher elevation so the flooding was not as bad as it was in Ulithi.

A Nakajima C6N1 Saiun-Kai ("Myrt") high-altitude reconnaissance aircraft of the 141st NAG from Truk reports that four fleet carriers, three battleships, cruisers and destroyers are in the north central part of the Ulithi lagoon while south central part of the anchorage is occupied by transports, oilers and other vessels.

The pilots had the ability to penetrate Ulithi lagoon at 20-30 knots, while juggling their controls in order to stay at the optimum depth of 15 feet, a very difficult task under the best of conditions.
This was the theory: in practice, it was unlikely that the directions given by I-47's Orita or I-36's Teramoto, viewing the target area at a distance, through a periscope, in pre-sunrise darkness, would be sufficiently accurate to enable the kaiten pilot to steer to a predetermined target without visual reference.
Photographs of Ulithi taken by a reconnaissance plane from Truk, on 23rd November, three days after the kaiten operation, were then produced.
