ULLEUNGDO, South Korea, March 16 (Yonhap) -- South Koreans should cope rationally with Japan's irrational desire to claim Dokdo, a set of rocky islets lying between the countries, a lifetime expert on the issue said on Wednesday.
Located on Ulleungdo, some 90 kilometers west of Dokdo, Lee's museum is the only territorial museum in the country that collects and researches materials related to the islets.
Lee stressed that Korea's King Kojong made a decree that put Dokdo under the jurisdiction of Ulleungdo, the closest island to the islets, in 1900, five years before Japan's Shimane Prefecture claimed sovereignty over Dokdo, which is called Takeshima ("Bamboo Island") in Japan.

Naito also pointed out that the Japanese government said that Ulleungdo and the other island (Dokdo) had nothing to do with Japan through Tae-jeong-gwan, the highest-level office at the time, and rejected a citizen’s application to develop Ulleungdo in 1876, one year after the application was filed.

The middle and upper parts of the river basins of the Seomjingang River, Hangang River, and Cheongcheongang River are areas of comparatively heavy rainfall, partly because of the convergence of wet airflows along the river valleys and the orographic uplift of the air flows.

 Flying Yangban: Korean History
Here is the logic at work in the Korean position: (1) Ulleungdo is acknowledge by Japan as Korean territory and (2) the fate of Dokdo is tied to the fate of Ulleungdo, therefore (3) Japan should acknowledge that Dokdo is Korean.
The Japanese decoupling of of Ulleungdo and Dokdo does not by itself undermine Korea's claim to the later islands, but it does mean that Korean arguments based on the assumption that what goes for Ulleungdo also goes for Dokdo do little to put the issue to rest.
As the Japanese claims separate Dokdo from Ulleungdo, the Korean side needs to prove that Dokdo's fate is tied to that of Ulleungdo rather than assuming it.
