Ulmo is third in majesty of the Valar, after Manwe and Varda.
Ulmo has always distrusted Melkor, and the Dark Lord fears the Sea almost as much as he fears Varda.

Since Ulmo generally prefers not to adopt a physical body (but takes on one of great majesty when he does do so), coming up with something appropriate that didn't fall back on all of the "sea-god" cliches was something of a chore.
For one thing, every artistic interpretation I've seen of Ulmo that didn't venture into the abstract generally portrayed him as Neptune, complete with the Neptunian trident.
Although I have versions with and without the crown, I didn't bother to make a version without the crown and with the spear, since I figured if he was going through the effort to look impressive and carry the spear, he'd pull out all the stops with the rest of his outfit.
