With the development of wheat farming, population shifted to the north and east parts of the county, and a subsequent election in 1868 moved the county seat again to Pendleton.
The Umatilla Indian Reservation was established by the Treaty of Walla Walla in 1855.

The Confederated Tribes of the Umatilla Indian Reservation announced April 19 that they intend to sue BPA and the Corps of Engineers to block any reduction in the summer spill program at federal dams.
The Umatillas' press release said BPA and the Corps chose not to tell the public that ending summer spill would impact Umatilla River fall chinook.
They are produced from eyed eggs from fish returning to the Umatilla and raised at Bonneville Hatchery to yearling status, then hauled to the Umatilla for release.

Umatillas rode to the buffalo plains to hunt and to fight Paiutes, Shoshones, and Blackfeet.
Between 1855 and 1858 some Umatillas resisted this resettlement by fighting against the U.S. Army and volunteer troops in the "Yakima War." They also fought Paiutes, some of whom were forced onto the Umatilla Reservation in the nineteenth century.
On the reservation, the Umatillas, Cayuses, and Walla Wallas formed a confederated tribe with a constitution and bylaws, approved by the federal government in 1949.

This is the first time the Umatilla Tribe is resorting to litigation in salmon restoration efforts that have brought thousands of salmon back from extinction in the Umatilla River in Eastern Oregon.
Antone Minthorn, chairman of the Umatillas' Board of Trustees, said the federal government's plan to reduce or eliminate spill at four Corps of Engineers' dams this summer has left the Tribe with no choice but to file a lawsuit.
