Umpire (cricket) - Wikipedia, the free encyclopedia
Traditionally, cricket matches have two umpires on the field, one standing at the end opposite the striking batsman's end (behind the stumps) and one at square leg.
When a ball is being bowled, one umpire (the bowler's end umpire) stands behind the stumps at the non-striker's end (that is, the end from which the ball is being bowled), which gives him a view straight down the pitch.
If the umpire is unsure of a "line decision," that is, a run out or stumped decision, or if the umpire is unsure that the ball is a four, six, or neither, he may refer the matter to the Third Umpire.

 Umpire History
Umpires were routinely spiked, kicked, cursed, and spat upon by players, while fans hurled vile epithets and all manner of debris at the arbiters.
Umpires repeatedly were dismissed arbitrarily, and in 1953, for the first time in fifteen years, umpires received a modest salary increase--a salary range of $6,000 to $16,000 and an increase in World Series pay to $3,000.
Exceptions like Luciano notwithstanding, the individuality of umpires was submerged by the four-member crew, the numerical expansion of staffs, the rotation among cities, the standardization of styles and techniques, the decline in the frequency of rhubarbs, and the attempt to project a more staid professional image.

Umpires frequently use this word to mean "retouch" referring to an umpire as having "all touches and tags" at a specific base.
The plate umpire may not always have the luxury of moving down the third base line in foul territory (as afforded in a shared coverage system.) The plate umpire must always be moving into the diamond.
The base umpire must concentrate on the touches and tags at first and second base for all runners and be aware of when the touch and tag at third is his call.
