In firearms combat, a character can't do too much in a complex action (trigger a full-auto burst, shoot twice, things like that) so not too much can happen in a single unarmed combat exchange either.
Whenever a gunman is within reach of someone who wishes to engage him in unarmed combat, every action is treated as though it were an unarmed combat engagement (in other words, one attack and one counterattack.) When it's the gunman's turn, he can shoot and the wrestler can wrestle.
