In some ways, "Uncle Jam Wants You" (a reference to the "Uncle Sam wants you!" US Army recruitment posters) is a more militant sequel to the previous album, One Nation Under a Groove.
Whereas that album described an ideal country ruled by Funk, "Uncle Jam" actually attempts to provoke the conversion into Funkadelia.
Its purpose is also (as the cover claims) to "rescue dance music from the blahs." The cover art depicts George Clinton in a Huey Newton-Black Panthers pose, reflecting the more martial lyrical themes of the album.

"Uncle Jam" picks up on side two, one of Funkadelic's funniest, funkiest, groovin'ist songs.
One of the strangest Funkadelic entries, the piano bar ballad "Holly Wants To Go...", sticks out like a sore thumb but is loads of fun anyway.
Still and all, this is an important album, and it should be recognized as a big piece in the funk puzzle.

Almost as if Clinton and company wanted to atone for parts of One Nation Under a Groove, Uncle Jam Wants You takes not merely a more daring musical approach but a more forthright political stance.
The main goal is the cover subtitle's stated claim to "rescue dance music 'from the blahs,'" and "Uncle Jam" itself does a pretty funny job at doing that, starting out like a parody of patriotic recruitment ads before hitting its full, funky stride.
Elsewhere there are pleasant enough jams like "Field Maneuvers," kicking around some good guitar work amidst the hop-and-skip beat, and the weepy ballad "Holly Wants to Go to California," intentionally undercut by all the cheering and noise deep in the mix.

RollingStone.com: Uncle Jam Wants You : Funkadelic : Review   (Site not responding. Last check: 2007-10-08)
Side one is best described by Uncle Jam Wants You's subtitle, "Rescue Dance Music 'from the Blahs,'" and is mostly given over to an extended version (a little too extended to sustain interest, unfortunately) of "(Not Just) Knee Deep," the new Funkadelic single and an example of the group at its funny, funky, infectious best.
Side two—with the bizarre exception of "Holly Wants to Go to California," a strained Clinton vocal accompanied by Bernie Worrell's gospel-style piano — serves as an extension of the album's title and of the mock-militarist, mock-nationalist motif that first surfaced last year with "One Nation under a Groove."
If "One Nation under a Groove" was explicitly an anthem (as well as one of the most irresistible singles of the Seventies), the second side of Uncle Jam Wants You is a call to arms.
