Undersecretary of the Navy John Warner was shocked in 1971 when he heard that Jacksonville University President Robert Spiro had applied to the Department of Defense for permission to launch a Navy Reserve Officer’s Training Corps program on campus.
After obtaining approval for an NROTC unit from the JU Board of Trustees, Spiro applied to the Department of the Navy, and spent the next year garnering the support of Florida’s governor, legislative leaders, the Chamber of Commerce, the mayor and even the students and faculty.
The NROTC program was established to educate and train qualified young men and women for service as commissioned officers in the unrestricted line Naval Reserve or Marine Corps Reserve.

Samuel L. Gravely, a graduate of Virginia Union University, was the first black admiral in the Navy and the first black officer to command a Navy warship.
"Historically Black Colleges and Universities provide an ever-increasing talent pool for our nation," John M. Molino, acting deputy undersecretary of defense for equal opportunity, said later during the National African-American History Month luncheon.
The first signers were Charles S. Abell, principal deputy undersecretary of defense for personnel and readiness, and Joe Lee, president of Alabama State University.

The troops were deployed by Colonial Department of the Minister of the Navy, and their officers were controlled by the Undersecretary for Colonies, a civilian, but they had the right to correspond with the Minister of the Navy on technical subjects such as pay, postings and promotions.
When the colonial department was transferred to the Ministry of Commerce in 1889, the Ministry of the Navy no longer had authority of marines in the colonies.
After 1894, the role of the colonial department was clarified by the creation of an independent colonial ministry, but the ministers tended to be minor figures in govenment.

Moynihan was an Undersecretary of Labor for policy in the Kennedy administration, and in the early part of the Johnson administration.
After completing a tour of duty in the United States Navy in 1947 which he began in 1944 during World War II when he was 17 years old, Moynihan used his GI Bill benefits to attend Tufts University.
He went on to graduate from Tufts University; received graduate and law degrees from the Fletcher School of Law and Diplomacy; studied as a Fulbright fellow, London School of Economics and Political Science and served in the United States Navy.
