Usually understeer refers to the case where you are skidding the front tires.
That's extreme understeer, it can be caused by braking hard, accelerating hard, turning too suddenly as aiken says or other traction issues.
Understeer is also affected by tyre pressures, weight distribution of the car and suspension geometries.

Front-wheel drive cars are also prone to understeer because not only are they usually front-heavy, transmitting power through the front wheels also reduces their ultimate grip.

Put simply, understeer is when the front wheels run wide of the intended turn-in path when you steer to go left or right, oversteer is when the rear wheels attempt to do so; in the case of the latter if you don't catch it in time you could/will go into a spin.
Understeer is when you turn the front wheels more, and they don't grip, the front of the car is ploughing on and you're not going to make that bend, you're not turning hard enough.
Understeer is not liked in racing as in two wheel drive cars once there is understeer applying more throttle usually makes it worse, so you cannot accelerate out the corner as fast, which reduces the all important exit speed.

Also, I think understeer is more of a problem for front-wheel-drive cars like mine, but clarification is needed here too.
Understeer is the opposite situation where the fron wheels are pushing out around a corner while the rear wheels are taking that inside line.
Torque steer is related to understeer in that it describes a phenomenon where front wheels loose grip due to acceleration and weight transfer, Thus renedering the car less able to hold cornering force.

The only thing im a bit worried about is the understeer the car exhibits while turning at a high rate.
By feeding the power through the corner and practice, you'll be able to hold it on the edge of understeer and go through/ exit the corner at the highest speed the car is capable of.
I also found by fitting lower profile tyres (in the case of 18's with 225's/ 35 / 18) the car went around corners better - perhaps it was the less tyre wall flex/ harder ride, dunno.

The front end will run wide at first and I get understeer, then all of a sudden I will get oversteer, then opposite lock, etc. The problem with that is, when I try to powerslide, understeer, then oversteer will put me right into a curb.
I had a 323GTX and it understeered heaps, I put a nice big swaybar on the back and it made a huge difference.
It turned in so much quicker and made the car feel alot more neutral, obviously that made it alot easier to provoke oversteer but you could determine how much oversteer was induced rather than packing yourself when the backend suddenly tries to over take the front.
