  Uniform Custody Jurisdiction Act
This Act requires that the significant connections be between the child, the child's parents or the child and a person acting as a parent.
This Act recognizes that a protective order proceeding will often be the procedural vehicle for invoking jurisdiction by authorizing a court to assume temporary emergency jurisdiction when the child's parent or sibling has been subjected to or threatened with mistreatment or abuse.
This section authorizes the court with exclusive, continuing jurisdiction to stay the modification proceeding pending the outcome of the enforcement proceeding, to enjoin the parties from continuing with the enforcement proceeding, or to continue the modification proceeding under such conditions as it determines are appropriate.

 Nevada Revised Statutes: Chapter 125A
 A child custody proceeding that pertains to an Indian child as defined in the Indian Child Welfare Act of 1978, 25 U.S.C. 1901 et seq., is not subject to the provisions of this chapter to the extent that the proceeding is governed by the Indian Child Welfare Act.
If the court determines that a child custody proceeding has been commenced in a court in another state having jurisdiction substantially in accordance with the provisions of this chapter, the court of this state shall stay its proceeding and communicate with the court of the other state.
If the court of the state having jurisdiction substantially in accordance with the provisions of this chapter does not determine that the court of this state is a more appropriate forum, the court of this state shall dismiss the proceeding.

 Uniform Child Custody Jurisdiction Act
Thus a custody determination made by a "significant connection" jurisdiction when there is a home State is not enforceable under the PKPA regardless of whether a proceeding was ever commenced in the home State.
If a proceeding for enforcement under this [article] is commenced in a court of this State and the court determines that a proceeding to modify the determination is pending in a court of another State having jurisdiction to modify the determination under [Article] 2, the enforcing court shall immediately communicate with the modifying court.
If the child would be endangered by the enforcement of a custody or visitation order, there may be a basis for the assumption of emergency jurisdiction under Section 204 of this Act.

 SB135 - Revises the Uniform Child Custody Jurisdiction and Enforcement law
The act also authorizes a court of this state, without modification, jurisdiction to temporarily enforce visitation ordered by a court in another state, and authorizes registration of a child custody determination issued by a court in another state in the same manner as foreign judgments are registered.
Information which must be included in a petition for enforcement of a child custody determination is specified in the act, as well as the procedure for acting upon the child custody determination enforcement petition.
The act authorizes the issuance of a warrant to take physical custody of a child likely to suffer serious imminent physical harm or removal from this state, and requires payment of the prevailing party's costs and expenses by the non-prevailing party.

(a) A child-custody proceeding that pertains to an Indian child as defined in the Indian Child Welfare Act, 25 U.S.C. 1901 et seq., is not subject to this [Act] to the extent that it is governed by the Indian Child Welfare Act.
A court of this State that is exercising jurisdiction pursuant to Sections 201 through 203, upon being informed that a child-custody proceeding has been commenced, or a child-custody determination has been made by a court of another State under a statute similar to this section shall immediately communicate with the court of that State.
In applying and construing this Uniform Act, consideration must be given to the need to promote uniformity of the law with respect to its subject matter among States that enact it.
