Unigov is the name adopted by the city of Indianapolis to describe its consolidated city-county government, adopted in 1970 by act of the Indiana state legislature.
Unigov was proposed in the late 1960s to address these problems.
The cities of Beech Grove, Lawrence, Southport, and Speedway each maintained autonomy, with their own police forces, school systems, and mayors, although they are also represented on Unigov's Common Council (legislative body), since other services like road and natural resource management were granted to Unigov.

The Unigov Council took over the turf that is elsewhere divided between city and county councils; Unigov's mayor combined the offices of the county commissioners and the city mayor.
Unigov's founders did not want the political bother of amending the constitution and rewriting laws to get exemptions for Marion County, so they created a new board of county commissioners for Unigov and gave them the minor duties that the constitution and law assigned to county commissioners in all the rest of Indiana's counties.
Meanwhile, the fact that Unigov still had county commissioners began percolating into the attention of the Rat's Ass Republicans on the Unigov Council, a geriatrocy that is led on its errands by Beurt SerVaas, recently elected to a fourth posthumous term as the council's president.

Prior to the formation of Unigov, as the consolidated government in Indianapolis is called, five different authorities were responsible for transportation, for example, eight were responsible for drainage, and so many were responsible for developing a park that little progress could be made.
Unigov augmented Indianapolis' ability to attract federal funds by extending the city's boundaries, raising the population and therefore the city's share of federal assistance distributed according to population-based formulas.

The very term "overhauling Unigov", a phrase frequently being used to describe the Indianapolis Works proposal being advanced by Mayor Peterson, implies that Unigov has been flawed in its function for the past several decades.
Whether the original concept of Unigov was flawed or whether it was simply improperly or incompletely instituted is certainly a critical part of the basic debate surrounding the current proposal.
That evaluation must include an understanding of the original goals of Unigov and an analysis of which of those goals were achieved and which remained unfinished.

Unigov, as it is called, did not require voter approval by the county's residents; rather, it was created by an act of the state legislature, controlled at the time by the Republican Party.
Yet efficiency of service delivery, the principal reason for Unigov's creation in 1969, was proclaimed its major feat even as school districts and townships (which have relief and fire protection responsibilities) remained unconsolidated, as were the four cities with populations greater than 5,000 that were statutorily excluded from the consolidation.

But I wonder if unigov is already a done-deal, and these discussions are just a formality, like the fictitious task force of a year ago that was suppose to investigate what effects on business a smoking ban would have.
Unigov was intrumental in redeveloping the downtown, but the cost has been disproportionately borne by the redidents of Center Township [old Indianapolis].
Unigov supporters could find the good points of unigov, and opponents could find the bad, but we need both sides.

Let's not even start with the issues that Lawrence is having that would make it seem as if Deborah Cantwell would love to allow Indianapolis to cede Lawrence back into the mix...and people thought that Tom Schneider was bad for Lawrence....
