John Thomas, a state representative for the area, suggested the name "Union." The western part of the county was annexed by Fannin County in 1854, and in 1856 the southern tip was given to Gilmer County and an eastern section went to Towns County.

According to the 2000 U.S. census, the population of Union County was 17,289 (97.9 percent white, 0.6 percent fl, and 0.9 percent Hispanic), a 44.2 percent increase since 1990.

The primary political objective of the Union Party was the annexation of land (Indian land, Mexican land and all of Cuba) to the United States.
Since the Union Party is the basis for the county’s name, the argument is strong for the town being named after a prominent supporter of that party.
The 25th Congress had to contend with the unpopular Indian war in Florida, and at the convention of 1838, the entire Union Party, with the exception of George W. Towns (Governor 1847-51 and for whom Towns County is named,) withheld their names for reelection.

There was only one other Baker family in Union Co., GA in 1850: Daniel Baker (age 40, born NC) and wife Jincy (age 24, NC) and their one child Susannah 5 months, born GA. They were about 60 or so households from Hiram, so not particularly close.

I am not sure what source 115 is. Given that he abruptly left Georgia after his term in the Georgia House of Representatives, it is possible that some hints could be in the Congressional record of that period and or the newspapers.
John S. Fain was an attorney and served in the House of Rep from Union county georgia in 1857-59 and 1875-76.
Due to extreme circumstance he left Georgia in 1877 or 78 never to return and lived in Salmon, Lemhi Co., Idaho, his son Jasper Leonadis Fain who was about 14 years old lived with him.
