If the final official results put the Patriotic Coalition over the 3 percent threshold, the number of seats for Djukanovic's allies would be reduced to no more than 37 seats, one seat short of an absolute majority.
Even under the worst-case scenario for Djukanovic's supporters, the bloc still would be able to form a governing coalition by enlisting the support of two ethnic Albanian parties thought to have secured at least four parliamentary seats.
What is clear from the preliminary results is that since the elections in May of last year, Djukanovic's coalition has gained support at the expense of radical parties on both sides of the independence issue.

There have been some signs that a few non-DP members of the opposition coalition Union for Victory (of which DP was the leading member) may return to parliament, and two of the deputies from the Legality (Monarchist) Party, a member of the coalition as well, have actually done so.
SP, the Union for Victory coalition, RDP, and SDP had passed the threshold, but SP's three other coalition partners-HRUP, DAP, and AP-were just shy of 2.5 percent.
Despite the majority held by the SP coalition, both the factions within the party and its strained relations with some of the other coalition partners, as well as the fact that voting is secret, make it unlikely that the party can dictate who will win the election.

The total number of parliamentary seats allotted to any party or coalition (surpassing the 2.5 percent and 4 percent thresholds respectively), ideally would be commensurate with the percentage of the national vote they received.
