International organisations may associate with the U.I.A. and make use of its services by the simple device of taking out a subscription to the monthly magazine "International Associations" and furnishing regular reports of their activities.
Co-operation at the international level is rapidly ceasing to be the somewhat haphazard and disorganised affair that it used to be.

Databases and publications cover many aspects of international organizations – their history, organization and meetings, and the problems and methods with which they work [more].
The UIA was founded one hundred years ago, in 1907, by Henri La Fontaine (Nobel Peace Prize laureate of 1913), and Paul Otlet, a founding father of what is now called information science.

But international communities may also acquire a more physical form when people from different countries choose (or are obliged) to live in the same area, as tends to be the case with some diplomatic ghettos or "foreign quarters", which may even be enclosed, as with the campus of an international university.

Of course, as it was formally created, the UIA indeed appeared to be the first effort to coordinate the actions of the existing international organizations of the nascent "international community" -- as an "umbrella organization".
The secret was effectively embodied in the name of the UIA (see another exploration of this at http://www.uia.org/uiaprof/namemean.htm) and in its statutory objectives -- that have remained fundamentally unchanged since its creation.
For the UIA of the present, facing a challenging future in a turbulent knowledge-based society, it might be asked how these clues now suggest that an implicit virtual organization might emerge from the closet of explictness in which it has been so respectably entrapped over the years.

He founded the Institut de Documentation, the Mundaneum, and the still active Union of International Associations to bring his theories into practice.
Otlet was also a tireless idealist and peace activist, pushing internationalist political ideas that were embodied in the League of Nations, to which his partner Henri La Fontaine contributed directly.

Your report does not analyze the blow by blow communication processes associated with access and fails to ask whether that communication could not be achieved more (cost) effectively by more NGOs over a longer period by other means -- which might even be more acceptable to delegates and appreciated by their own secretariats.
I question the assumption that handing out documents, making a presentation, or shaking hands with a VIP is necessarily the only way forward for the 1000-2000 NGOs encouraged to aspire to this mode by the recommendations in your report.
It is how these are to be handled creatively which are the issues for the future.
