It looks to me as if Unisys knows a lot of GIF creation tools do not have LZW licenses, and thus they are offering Web sites a way to cover the use of such tools as a convenience to sites that wish to use them.
If Unisys attempts to sue anyone for merely using GIF images on a site, they will be laughed out of court in the very first case and the threat will be gone.
I'm convinced that this is merely another case of Unisys being overly vague in their release -- sort of like what happened when the original GIF license was instituted, when people erroneously thought that Unisys was trying to charge a fee for the use of GIF images.

The ICON was originally designed as a courseware authoring and delivery tool intended to let teachers implement their own lessons and share them with other schools and classes, using a hypertext model similar to the (future) WWW but based on NAPLPS (Telidon) graphics rather than HTML and embedded bitmaps.
About half way through the original ICON production a floppy option was added to the workstation to meet a "checklist" requirement somewhere (in the US, I think) but very few were actually purchased.
