		BFKL evolution [1] of a heavy (quark-)onium, to give full information on the rapidity and transverse positions of gluons carrying a small fraction x of the onium's longitudinal momentum.
		This informaiton can be used to calculate a variety of onium-onium scattering cross sections, including multiple pomeron contributions, which restore unitarity.
		A Monte Carlo simulation of the evolution in rapidity of the gluon structure of the onium, using Mueller's colour dipole formulation of small-x physics [2].

	The Lost Glory
		It can be said that it was the abandonment of federalism and the move to unitarism after the military incursion into politics that slowed down the momentum of development in Yorubaland.
		The insidious unitarisation of the country has stifled all these efforts, not only in Yorubaland, but in all parts of the country with the consequent collapse of Agriculture and other non-oil sources of revenue.
		This is not to say that the creation of states was totally unnecessary, but a move may be good up to a point and become very bad beyond that point, moving as it were, from the sublime to the ridiculous.

		Studies show that since 1966, successive governments have merely embarked on "panel-beating of the system," thus leaving the issues such as the unitarisation of political and economic powers, unattended to.
		But even then, this was not a national conference as they did not "lead to an appropriately constituted national conference of all the ethnic nationalities that make up Nigeria, to deliberate on the terms of the Nigeria union".
		Given this scenario, the general consensus amongst notable Nigerians is that the only viable option to guarantee a stable and developed Nigeria in the new era is to revisit the idea of a national conference to restructure Nigeria along the lines of true federalism.

		There is a distinction to be drawn, in the Coombes Report, between the "raw" statistical data and its "best fit" analysis.
		The initial reform process should leave District boundaries unchanged, whether they have been the subject of unitarisation or not: the Boundary Commission would merely assign each District to its most appropriate Region, using a best-fit approach; and that is what the Coombes Report also does.

		My personal opinion is that it would be better to see some reorganisation and to move to unitary government, but I see no reason why I, the Minister or anyone else in the House should foist that on people.
		If people do not want to pay more—the issue that seems to concern the Conservatives most—they will vote for unitarisation.
		First, the people concerned will be asked to vote for a specific scheme of unitary government that is not necessarily the one that they would choose; secondly, the decision will be made not by them but by the great majority of people who already live in unitary areas, such as those in the northern regions.
