In 1999 the rules changed and the United Kingdom (along with France, Germany and Spain) are automatically allowed to participate irrespective of their recent scores because they are the highest-paying European Broadcasting Union subscribers.

I think the United Kingdom was very unpopular at that time, as it is now, and the song could have been quite usual for the contest.
