The Eurovision Song Contest is an annual competition held among active member countries of the European Broadcasting Union (EBU), in which participating countries each submit a song to be performed on live television; then proceed to cast votes for the other countries' songs, in order to find the most popular song in the competition.
Countries may select their songs by any means they wish: whether it be an internal decision made by the participating broadcaster, or a public contest which allows the country's public to televote between several songs.
The impact that the Contest has on the host city is inversely proportional to its size: in Riga 2003, the city centre was virtually taken over by Eurovision delegates as they spent their week in the Latvian capital.

It should be noted that while the Eurovision Song Contest is taken quite seriously in some European countries, it is seen a more of a joke in the United Kingdom, mainly due to the alleged "political/regional voting patterns".
In 1999 the rules changed and the United Kingdom (along with France, Germany and Spain) are automatically allowed to participate irrespective of their recent scores because they are the highest-paying European Broadcasting Union subscribers.

The rules of the first contest allowed the participants to enter a maximum of two songs each, and it was strongly recommended that the songs be selected at a national final involving the participation of the public, to render the contest as popular as possible.
The jury was to judge the contest from a small television screen and each jury member awarded a mark for each song, ranging from 1 to 10 in ascending order of merit, on a paper provided for the purpose.
The song obtaining the most points was awarded the “1956 Grand Prix of the Eurovision Song Contest”.
