On 29 May 2005 a referendum was held in France to decide whether the country should ratify the proposed Constitution of the European Union.
France was the first country to reject the Constitution, and the second country to go to the polls in a referendum on ratification, after a Spanish referendum approved the treaty by a wide margin in February 2005.
President Jacques Chirac's decision to hold a referendum was thought to have been influenced in part by the surprise announcement that the United Kingdom was to hold a vote of its own.

A referendum on the European constitution could serve two functions: to guide parliament on ratification of the proposed constitutional treaty; and to generate a debate about Britain's place in Europe.
The absence of a coherent written constitution for the United Kingdom means that it is not possible to give a definitive answer to the question of whether a referendum is formally necessary.
The choice to be made in a referendum is therefore not between the new constitution and the status quo, but between the new constitution and leaving the EU altogether.
