S/R 33: Factors Behind the Breakdown of Negotiations (Andrew Kennis)
In fact, the WTO may share in the fate of the United Nations Conference on Trade and Development, continuing to function as an intact-but-largely-ignored global trade institution.
From the perspective of the “Southern” nations, this text was worse than the first one in many important respects—for all intents and purposes, it reflected the economic interests of the European Union (EU) and the United States alone.
The difference between then and now, however, is that the US and other developed nations are trying to impose unilaterally tough free trade policies abroad, which they themselves do not implement at home.

 Third World definition
The United Nations Conference on Trade and Development (UNCTAD) held in New Delhi in 1971 suggested that one percent of the national income of industrialized countries should be devoted to aiding the third world.
Two nations whose social and economic systems were sharply opposed-China and India-played a major role in promoting that conference and in changing the relation between the third world and the industrial countries, capitalist and Communist.
The underdevelopment of the third world is marked by a number of common traits; distorted and highly dependent economies devoted to producing primary products for the developed world and to provide markets for their finished goods; traditional, rural social structures; high population growth; and widespread poverty.

U.S., EU split over genetically modified food - The Washington Times: Business
Lamy at a press conference reaffirmed their pledge to meet a late 2004 deadline for WTO talks, dubbed the Doha Development Agenda, designed to lower trade barriers and help developing nations.
The United States has also pressed the issue before the World Trade Organization, where last month trade officials filed a case demanding an end to an unofficial EU policy that blocks the production or sale of new biotech crops in the bloc's 15 member nations.
Bush and his top trade envoy, Robert B. Zoellick, have said that EU policy on genetically modified crops contributes to starvation in Africa as those nations refuse to accept the technology, largely out of fear they will be unable to export biotech-derived products to Europe.

ATTAC-United Nations Non Governmental Liaison Service
Citing figures from UNCTAD’s Trade and Development Report, 1997, on rising inequalities within and between nations associated with globalization over the past 20 years, she said there is nothing mysterious about this trend toward greater inequality.
Given the highly inter dependent character of national economies, combined with the fact that currently many international trade and investment rules supplant national decision making prerogatives, national level proposals could not be discussed in isolation from the international context, and vice versa.
However, they said that judging from the “watered down” G 7 communiqué adopted in 1998, the need for bold reform was still not shared by all G 7 nations, particularly not by the United States.
