The Government of Spain has transmitted to the Secretary-General a notification under the Convention on Psychotropic Substances of 1971 and the Government of the United States of America has transmitted to the Secretary-General a notification under the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988.
Under the international drug control treaties, the Commission on Narcotic Drugs is responsible for decideing what substances should be brought under international control and what control measures should be applied.
The Secretary-General also transmitted the notification to the International Narcotics Control Board (INCB), which, in accordance with article 12, paragraph 4, of the 1988 Convention, will communicate to the Commission on Narcotic Drugs an assessment of PPA, together with recommendations of monitoring measures, if any, that would be appropriate in the light of the assessment.
