The Security Council should provide that the United Nations Mission in Sudan has a strong mandate to help ending impunity, by ensuring that those responsible for such crimes are brought to justice, by promoting standards of individual accountability and by ensuring that full reparation is awarded to the victims and their families.
The United Nations Mission’s mandate as envisaged by the Secretary-General in his report foresees that the peacekeeping mission would “"support the safe and sustainable return of Sudanese displaced persons and refugees”" and “"the provision of assistance and protection in the Sudan for refugees from other countries.”" (para.28 under Humanitarian assistance and development).
These recommendations to the United Nations Security Council on the United Nations Mission in Sudan (UNMISUD) to be deployed under the Comprehensive Peace Agreement have been drawn up in order that the UN mission should be as effective as possible in protecting and promoting human rights.

We therefore believe that the proposed United Nations Mission in Sudan, UNMISUD, to be deployed under the Comprehensive Peace Agreement, must have, as our report sets out, a strong and well resourced human rights monitoring, protection and promotion component, dealing with all human rights as well as rule of law institution building.
As the Security Council is discussing the report of the Secretary-General on the Sudan (S/2005/57), I am writing to present Amnesty International's recommendations on the deployment of a United Nations peace support operation in the Sudan, proposed in the Secretary-General's report.
Unfortunately, the first draft resolution presented by the United States of America on the establishment of the new United Mission in Sudan does not endorse the above strong human rights mandate.

The Self-Defense Forces may participate in a United Nations peacekeeping mission in Sudan that may reportedly involve truce observation and disarmament activities, top government officials said Tuesday.

A potential United Nations mission in Sudan as well as support for other African peacekeeping efforts are among the issues being discussed during a two-day meeting of countries contributing troops to a stand-by arrangement for UN operations.

The United Nations Mission in Sudan announced here Wednesday that a refugee camp in southern Sudan was attacked by Ugandan rebel militia on Monday which resulted in the death of eight displaced people.
Radia Achouri, spokeswoman of top UN envoy in Sudan Jan Pronk,told a press conference that a camp for displaced people in the southern Juba town was attacked by an armed group thought to belong to the Lord Resistance Army (LRA), Ugandan rebel militia active in southern Sudan.
The UN would respond to a demand by the Sudanese government and the Sudan People's Liberation Movement (SPLM) to send experts to investigate the incident, she added.

With the United Nations Mission in Sudan (UNMIS) reporting persistent banditry and deadly attacks on civilians throughout war-torn Darfur, the African-led force working to maintain peace in the vast region has begun investigating a spate of weekend violence, including armed clashes between government and rebel forces.
According to UNMIS, the African Union Mission in Sudan (AMIS) is also investigating a reported ambush on the military in Darfur, where, tens of thousands of people have been killed and around 2 million driven from their homes since fighting between the Khartoum Government allied militia and rebel forces began in 2003.
As for the overall security situation in Darfur, the UN mission said that some banditry acts, including by the rebels groups, had reportedly taken place.

The chief of the United Nations mission in Sudan yesterday headed for West Darfur to join a team scheduled to start work today on assessing how far Khartoum has gone in fulfilling its pledges to the Security Council to restore peace in the area.
Jan Pronk, head of the UN Mission in Sudan (UNMIS), told a news conference before leaving Khartoum that some progress had been achieved in the year since Secretary-General Kofi Annan and representatives of the Government of Sudan signed a Joint Communique setting out what had to be done under the Joint Implementation Mechanism (JIM).
Pronk said Sudan had made a constructive statement in Abuja and the rebel groups' statements were less aggressive than those they made in previous rounds.
