On 29 November 1947 the United Nations Partition Plan for Palestine, a plan to resolve the Arab-Jewish conflict in the British Mandate of Palestine, was approved by the United Nations General Assembly, at the UN World Headquarters in New York.
The United Nations, the successor to the League of Nations, attempted to solve the dispute between the Jews and Arabs in Palestine.
The plan partitioned the territory into Jewish and Arab states, with the Greater Jerusalem area (encompassing Bethlehem) coming under international control.

They said that the Assembly had endorsed the Plan under circumstances unworthy of the United Nations, and that the Arabs of Palestine would oppose any scheme which provided for the dissection, segregation or partition of their country, or which gave special and preferential rights and status to a minority.
The Plan was not accepted by the Palestinian Arabs and Arab States, on the grounds that it violated the provisions of the United Nations Charter, which granted people the right to decide their own destiny.
United Nations Secretary-General Boutros-Ghali established a high-level Task Force for Economic and Social Development of Gaza and Jericho, and shortly thereafter presented an action plan called "Supporting the Transition: An Immediate Response of the United Nations to the Interim Period in the West Bank and Gaza Strip".

As the situation in Palestine deteriorated in the spring of 1948, however, even the United States which had strongly lobbied for the adoption of the partition plan began to argue that the General Assembly did not have the legal authority to implement Resolution 181.
Regardless of the question of whether or not the General Assembly had the legal authority to recommend and enforce the partition of Palestine, the practical aspects of implementation surfaced throughout the deliberations in the United Nations from September 1947 through to the very last days of the British Mandate in mid-May 1948.

The United Nations played a major historical role with regard to the question of Palestine and the Arab-Israeli conflict during the period of détente when the UN gave legitimacy to the State of Israel through the partition plan and later when dealing with the problem of Palestine refugees.
The position of the United States (and of course Israel), on the other hand, continues to be that there is a peace process now and that the two sides are engaged in face-to-face negotiations and hence they oppose any action taken by the United Nations, whether by the Security Council or the General Assembly.
This was due to the fact that the Observer Mission of Palestine at the United Nations had since the beginning of the Middle East peace process, a clear vision with regard to the role of the United Nations.

It is astounding that the Human Rights Commission is recycling a dated and irrelevant resolution (UN Resolution 181) which set out a partition plan dividing the land between Israel and the Palestinians.
Indeed, the strong support for this resolution by member nations of the European Union calls into question EU support for the negotiations and the ongoing peace process.
It is shocking that the resolution, supported by many European nations, reportedly does not mention the peace process or UN Security Council resolutions dealing with Israel-Palestinian negotiations.
