The United Nations Protection Force, UNPROFOR, were the primary UN peacekeeping troops in Croatia and in Bosnia and Herzegovina during the Yugoslav wars.
On 20th December 1995 the forces of the UNPROFOR were reflagged under the NATO led Implementation Force (IFOR) whose task was to implement the General Framework Agreement for Peace in Bosnia and Herzegovina (GFAP - otherwise known as the Dayton Accords or Dayton Agreement).
Bosnian forces increasingly used the Safe Areas as bases to launch attacks against the Serbs, which infuriated the Serbs, and explains the obstruction by General Mladić against protective measures for the "Safe Areas" [3].

We have contributed 300 American troops to the United Nations force that is helping to ensure that the war does not spread to the former Yugoslav Republic of Macedonia, which lies between Bosnia and Greece.
Additional United States forces would also be deployed to areas outside Bosnia to support the ground troops inside the country.

 Security Council Endorses Creation of Trust Fund to Support UN Protection Force in Iraq
In that letter, the Permanent Representative informed the President that the member States of the European Union were ready to contribute approximately $12 million to finance the “middle ring” of the United Nations protection force in Iraq, provided there was a Council mandate for such a force.

For example, to mitigate the likelihood of miscommunication between Canadian Force recruiters and Aboriginal people, Canadian Forces members were made aware of the cultural significance of the use of silence and reticence, humor, consensus, deference to elders, and the importance of avoiding "hot" vocabulary and images.
I recommend training for Canadian Force members in general and peacekeepers in particular on strategies and techniques to employ communication tools effectively (presentation support materials, telephone, voice mail, e-mail, and technical writing) with a view to improving the clarity and conciseness of the message.

If it is only now that I am proposing such a force, it is because of the complexities and dangers of the Yugoslav situation and the consequent need to be as sure as possible that a United Nations force would succeed in consolidating the cease-fire and thus facilitate the negotiation of an overall political settlement.
I have come to the conclusion that the danger that a United Nations peace operation will fail because of lack of cooperation of the parties is less grievous than the danger that delay in its dispatch will lead to a breakdown of the cease-fire and to a new conflagration in Yugoslavia.
The techniques used are the seizure of territory by military force and the intimidation of the non-Serb population.

 Security Council Unanimously Adopts Resolution Extending Mandate of United Nations Peacekeeping Force in Cyprus for Six Months
It was United States policy to ensure that members of the United States armed forces participating in United Nations peace operations were protected from criminal prosecution or other assertion of jurisdiction by the International Criminal Court, including through the possible inclusion of express provisions providing such protection.
Before the Council was the Secretary-General’s report on the United Nations operation in Cyprus (document S/2004/756), in which he recommends that the Council extend the operation’s mandate for a further six-month period, starting on 15 December 2004 and ending on 15 June 2005, and approve an amended concept of its operations and force level.
The report notes that the Security Council, by its resolution 1548 of 11 June 2004, welcomed the Secretary-General’s intention to review the mandate, force levels and concept of the operations of the United Nations Peacekeeping Force in Cyprus (UNFICYP).
