The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) is a relief and human development agency, providing education, healthcare, social services and emergency aid to over four million Palestinian refugees living in the Gaza Strip, the West Bank, Jordan, Lebanon and the Syrian Arab republic.
This maintained that beneficiaries had to have lived in Palestine for at least two years before fleeing and had to have lost both their home and livelihood, or be the descendant of someone who had.
Under General Assembly Resolution 194 (III), of December 11, 1948, other persons may be eligible for repatriation and/or compensation but are not necessarily eligible for relief under the UNRWA’s working definition.

Yet, legal status is essential for the legal, social and economic situation of persons in general, and Palestinian refugees are at a clear disadvantage in this respect and must therefore be given a recognised legal status.
The Parliamentary Assembly strongly condemns the escalation of violence in the Middle East since September 2000, as well as any acts of human rights violations including both the disproportionate use of force by the Israeli Army and all terrorist attacks in the current wave of “Intifada”.
Although the establishment of a viable Palestinian state would largely contribute to the durable solution of the question of refugees, the situation of the latter, being largely a humanitarian problem, should not await the political settlement of the Middle East conflict before being dealt with without any further delay.

The Assembly would also note with regret that the United Nations Conciliation Commission for Palestine has been unable to find a means of achieving progress in implementing that same resolution, and would request the Commission to exert continued efforts in that regard.
The Assembly would urge all States, specialized agencies and non-governmental organizations to continue and increase their contributions to the Agency so as to ease the ongoing financial constraints, exacerbated by the current humanitarian situation on the ground, and to support its valuable work in assistance to the Palestine refugees.
It would note with regret that repatriation or compensation of the refugees, as provided for in paragraph 11 of its resolution 194 (III) of December 1948 and subsequent resolutions, has not yet been effected and that the situation of the Palestine refugees continues to be a matter of grave concern.

The Working Group is also encouraged to note that the financial situation of the Agency in 1986 is less critical than it was in 1985 and that the Commissioner-General expects to be able to maintain services to refugees without interruption.

In Lebanon, the Agency's relief programs, which had returned to normal after the fighting in 1975-1976 (apart from a program of additional assistance to some 30,000 refugees displaced during the conflict), were once again seriously disrupted by the Israeli military action in south Lebanon and air attacks on places farther north on 14/15 March 1978.
Voluntary agencies again donated used clothing to UNRWA for distribution to the refugees: 328 tons and 1,024 bales, including 6,500 layettes, and some 29,00, blankets were received and distributed to hardship cases in east Jordan, the West Bank, the Syrian Arab Republic, Gaza and Lebanon.
Only 35.5 per cent of the registered refugees live in camps and, even for that minority, the Agency is not a camp administrator nor does it police or otherwise control the camps.
