  The Role of the National Guard in Homeland Security
Reserve and National Guard units are deployed around the world to support the active forces in missions that range from peacekeeping to major wars.
In accordance with the traditional military policy of the United States, it is essential that the strength and organization of the Army National Guard and the Air National Guard as an integral part of the first line defenses of the United States be maintained and assured at all times.
The United States should update the Total Force Concept initiated in the 1970s to assure that the active forces are adequately staffed and equipped to carry out their missions abroad in the event that the National Guard is called up for homeland security missions.

Rittichier, the only Coast Guardsman who was missing in action, was a hero before dying in Vietnam, according to Admiral Thomas C. Collins, commandant of the Coast Guard, who delivered a eulogy.
