February 2-3, 1992 [USTR] Ambassador Hills leads delegation of 26 private sector representatives and 11 Members of Congress to Mexico.
US manufacturing exports to Mexico increased from $10.4 billion to $26.7 billion during this period, almost twice the rate of overall growth in US manufacturing exports.
The negotiations were made possible by US congressional action in May 1991, extending the "fast track" procedures for negotiating trade agreements, including the Uruguay Round of multilateral trade talks and the proposed pact with Mexico and Canada.

In 1911, Public Law 62-5 set the membership of the U.S. House at 433; with the subsequent admission of Arizona and New Mexico as states, membership increased to 435, where it has remained (except for a brief period from 1959 to 1963 following the admission of Alaska and Hawaii, during which House membership was 437).
The size of the Congressional delegations from the thirteen original states were assigned by the Constitution for use until the completion of the first U.S. Census.
