The district was predominantly rural for much of its history, and thus was far friendlier to electing Democrats to Congress even as most of Texas swung toward the Republicans.
The district's four-term Democratic incumbent, Max Sandlin, was a particularly severe critic of the DeLay-led redistricting effort, claiming that lumping rural areas with urban ones stifled the voice of rural voters.

Sam Rayburn (1882-1961), Texas legislator, congressman, and longtime speaker of the United States House of Representatives, was born near the Clinch River in Roane County, eastern Tennessee, on January 6, 1882, son of William Marion and Martha (Waller) Rayburn.
In 1906 Rayburn won a seat in the Texas House of Representatives; he attended the University of Texas law school between legislative sessions and was admitted to the State Bar of Texas in 1908.
His oath of office on April 7, 1913, as a member of the House of Representatives marked the beginning of more than forty-eight years of continuous service, the longest record of service in the House ever established (at the time of his death in 1961).

In his six terms as a representative from Texas, Mickey Leland emerged as a national spokesman for the problems of hunger in the United States and throughout the world.
In 1970 he received a BS degree in pharmacy from Texas Southern University in Houston and was an instructor of clinical pharmacy at the same school.
On August 7 a plane carrying Leland, congressional staff members, State Department officials, and Ethiopian escorts crashed in a mountainous region near Gambela, Ethiopia, killing all on board.
