Any Member in the House of Representatives may introduce a bill at any time while the House is in session by simply placing it in the "hopper" provided for the purpose at the side of the Clerk's desk in the House Chamber.
On approval by both the House of Representatives and Senate, they are signed by the Clerk of the House and the Secretary of the Senate.
A bill is the form used for most legislation, whether permanent or temporary, general or special, public or private.

The House shall elect as an officer of the House a Speaker, and shall elect a Chief Clerk and such other employees as the House directs.
The Chief Clerk shall transmit all messages from the House to the Senate and Governor, unless the House shall otherwise direct, and shall perform such additional duties as may be assigned by the House or Speaker.
Any press representative desiring admission to the press gallery shall make application to the Speaker for a pass and shall accompany such application with a statement of the facts of his press connections, and with a request by the newspaper or newsgathering organization with which he is connected for such pass.
