These migratory bird conventions impose substantive obligations on the United States for the conservation of migratory birds and their habitats, and through the Migratory Bird Treaty Act (Act), the United States has implemented these migratory bird conventions with respect to the United States.
The North American Bird Conservation Initiative (NABCI) was established to facilitate the conservation of native North American birds by increasing the effectiveness of existing and new bird conservation initiatives, enhancing coordination, and fostering greater cooperation among the nations and peoples of the North American continent.
Important Bird Areas (IBAs) are places of significance for the conservation of birds across multiple landscape scales, and they are chosen using standardized, credible criteria based on biological common sense.

This effort known as the Important Bird Areas Program (IBA) recognizes that habitat loss and fragmentation are the most serious threats facing populations of birds across America and around the world.
By working through partnerships, principally the North American Bird Conservation Initiative, to identify those places that are critical to birds during some part of their life cycle (breeding, wintering, feeding, migrating) we hope to minimize the effects that habitat loss, and degradation have on bird populations.

The ducks can be seen diving and bobbing for fish downstream from a floating boom Canada and the United States installs across the head of the Niagara River each winter to hold back massive fields of lake ice.
From observation areas overlooking the Niagara River Gorge and Sir Adam Beck Generating Stations, thousands can be seen engaging in a feeding frenzy as the generating stations' turbines slice up fish before serving them back to the river.
This was the first documented case of peregrine falcons choosing a natural area to nest in southern Ontario, and it was spectacular for countless visitors who caught a glimpse of these powerful birds of prey soaring through the mist near the Horseshoe Falls.

Sites were identified by Bird Studies Canada with the aid of a Technical Steering Committee, using a set of criteria that are consistent with other IBA programs throughout the world, while at the same time being applicable to the Canadian context.

As part of the central flyway of the United States, the Mississippi River Valley has become a major habitat corridor for migrating and breeding bird species.
The area around Vicksburg, and particularly in the park, has been designated an Important Bird Area (IBA) by the National Audubon Society, and presents a mixture of hardwood forest, riparian, grassland, and edge habitat.
Bird surveys conducted by the Audubon Society from 2003 through 2005, have identified over 180 species within Vicksburg National Military Park, including several species of conservation or high conservation priority, such as the white-eyed vireo, worm-eating warbler, hooded warbler, orchard oriole, Swainson’s warbler, and Kentucky warbler.

The Oregon IBA program scientifically identifies the top sites important to bird conservation and promotes the preservation, restoration, and improvement of avian values at these sites through partnerships, education and citizen monitoring.
The IBA program has identified more than 100 important bird areas throughout Oregon and of those, approximately one-third are on the coast - including offshore rocks, estuaries, and a few beaches as well as two marine sites.

In general, an IBA should exist as an actual or potential protected area, with or without buffer zones, or should have the potential to be managed in some way for birds and general nature conservation.
An IBA might, therefore, be important at the global level, at a continental or regional level (the U.S., Mexico, and Canada), at the national level, or at the state level.

Horicon Marsh is the largest freshwater cattail marsh in the United States.
While this marsh in renown for its migrant flocks of Canada geese, it is also home to more than 260 kinds of birds which have been sighted over the years.
