PHILADELPHIA -- A recent push by the U.S. Maritime Administration (Marad) to scrap decaying Ghost Fleet vessels overseas has sent negotiators and inspectors on a whirlwind tour of international scrapyards.
Despite domestic and international laws that could make scrapping the ships overseas difficult, officials from Marad and the U.S. Environmental Protection Agency have been scouting locations around the globe for dismantling the decrepit James River Reserve Fleet.
Furthermore, Xie Zhenhua, minister of China's State Environmental Protection Agency (SEPA), confirmed that U.S. delegates had arrived in China to begin preliminary negotiations and would inspect Chinese scrapyards affiliated with U.S. companies.
