(EU) has led to tensions within NATO between the United States and those EU nations, particularly France and Germany, who want to develop an EU defense force, which necessarily would not include non-EU members of NATO.
In June, 1999, NATO was authorized by the United Nations to begin trying to restore order in the province, and NATO peacekeeping forces entered Kosovo.
NATO air forces were used under UN auspices in punitive attacks on Serb forces in Bosnia in 1994 and 1995, and the alliance's forces were subsequently used for peacekeeping operations in Bosnia.

 Partnership for Peace
     The PCC consists of a permanent staff, liaison teams from the PfP and NATO states, and a representative from Supreme Allied Commander, Atlantic (SACLANT).
     In July 1994, President Clinton reaffirmed the United States commitment to Partnership for Peace and the security of Europe and Eurasia when he announced the Warsaw Initiative “to help America’s new democratic Partners work with United States to advance the PfP’s goals.”  The program has significantly increased United States’ funding and resources for PfP.
The Partnership for Peace program is a vehicle for non- NATO countries for increased security, greater possibilities for a better economy, and, for some, NATO membership -- all qualitative measures of effectiveness.

For her work on NATO enlargement, Vaclav Havel, President of the Czech Republic, awarded her the “Tomas Garrigue Masaryk Order”, the Czech Republic State Decoration (1998); and H.E. Arpad Göncz, President of Hungary, presented her with the Hungarian Presidential Gold Medal (1999).

 U.S. Ambassador to NATO Remarks on European Security
The United States views the results of the recent European Union summit in Helsinki as "very positive, very encouraging" in clarifying the link between NATO and new approaches to security and defense in Europe, according to the U.S. Permanent Representative on the North Atlantic Council, Ambassador Alexander Vershbow.
I think it would be good symbolically for the NATO Secretary General to sit in on high-level EU meetings that deal with security and defense, just as the WEU Secretary General has participated in NATO Ministerial meetings for the past several years.
This conference on European Defense is extraordinarily well timed, given that it comes right after a series of historic meetings both at Helsinki (the EU Summit) last week and in Brussels (the NAC Foreign Ministers' meeting) just in the last two days.

Paris, October 9, 1999 (Tanjug) - An attorney and permanent representative of the American law association at the United Nations in Geneva, Alejandro Taitelbaum published in the latest issue of the Paris' weekly, "Le Nouvel Observateur", an extremely critical article about the absence of the independence of the International War Crimes Tribunal for former Yugoslavia.
Taitelbaum writes that in the case of Kosovo and Metohija, the "absence of the independence" prevents the International Tribunal in the Hague to put on trial not only the Serbs but also the members of the "KLA" and the "NATO".
