He served in the Massachusetts State Legislature from 1842 until 1850, and then was a two-term Governor of Massachusetts.
His primary achievements were reorganizing the Treasury Department, improving bookkeeping by customs houses, incorporating the United States Mint into Treasury and reducing the national debt.
He opposed the acquisition by the United States of the Philippines, became president of the American Anti-Imperialist League, and was a presidential elector on the William Jennings Bryan (Democratic) ticket in 1900.

Revisions of the U.S.C. Today, the Law Revision Counsel continues a tedious practice started in 1939 to revise the U.S.C., title by title, correcting errors and inconsistencies in preparation for "enactment into positive law," making such titles "legal evidence" of the laws.
The Law Revision Counsel requires several years of effort to revise each title, meaning that this project may not be completed until well into the 21st century.

Between 1827 and 1829, the New York State Legislature approved a major codification of the state's laws, the first systematic classification of statute law in the United States.
The Revised Statutes also regulated the removal of cases to the Supreme Court by writ of certiorai prior to judgment, and the review of cases by writ of error after a judgment in a lower court of record.
The Revised Statutes required the Supreme Court justices to revise the court's rules within two years and every seven years thereafter in order to abolish "fictitious and unnecessary process and proceedings," to simplify and shorten writs and pleadings, and to reduce court costs.

The Legislature may provide the manner in which and the time and place at which such absent electors may vote, and for the return and canvass of their votes in the election district in which they respectively reside.

The term "State or local child support enforcement agency" means a State or local agency which administers a State or local program for establishing and enforcing child support obligations.
