Senate Bill 1184 (Mellow) would authorize the release of Project 70 restrictions on 8.784 acres of land owned by the City of Scranton which is being conveyed to Lackawanna Land and Energy, Inc. In exchange, Lackawanna Land and Energy Inc., will convey 9.253 acres to the City of Scranton.

No "United States person" may be targeted for surveillance solely on the basis of activities protected by the First Amendment to the Constitution.
United States citizens accounted for 82 percent of all arrests for espionage (80 of 98), but they probably accounted for 100 percent of all secrets stolen.
