The United States Strategic Bombing Survey was established by the Secretary of War on November 3, 1944, pursuant to a directive from the late President Roosevelt.
Production records taken by the Survey show, in fact, that it had some effect; production in the Ruhr declined by approximately 10 percent during the attack and did not fully recover during the remainder of the year.
