		The Government Accountability Office (GAO) is the non-partisan audit, evaluation, and investigative arm of Congress, and an agency in the Legislative Branch of the United States Government.
		The GAO is headed by the Comptroller General of the United States, a unique non-partisan position in the U.S. Government.
		GAO is a United States government electronic data provider, as all of its reports are available on its website (www.gao.gov).

		Parcel-based systems are developed at the county or municipal level in the United States because that is where the data is captured, whether in the auditor's or assessor's office, or in the offices of clerks or recorders of deeds.
		If local governments are going to be in the business of providing data or information on an entrepreneurial basis, then it would appear that some analysis of their potential tort liability would be an important part of the business case or plan which should be developed in preparation for the business venture.
		The extent to which this case has precedential value for units of local governments is not known, but it does raise the question of the extent to which those responsible for creating and maintaining GIS databases must fully investigate and document the quality of the data which they place in their systems.
