This draft envisages enlargement of the Council to include six new permanent seats (two each for Africa and Asia, one for the western states and one for Latin America and the Caribbean) and four new non-permanent seats (one each for Africa, Asia, Latin America and the Caribbean, as well as Eastern Europe).
United for Consensus group, which envisages enlargement of the Security Council to include ten new non-permanent seats, as well as the lifting of the ban on re-election, was submitted to the General Assembly on 21 July 2005.
As long as key regions and contributors to the United Nations system are not adequately represented, the Security Council runs the risk of losing some of its legitimacy and authority.

AIDS in Latin America and the Caribbean
In Latin America and the Caribbean, AIDS was initially treated, generally, as a disease of foreigners (associated with Europe and the United States, where the epidemic was more advanced).
EARLY REPORTS OF AIDS The existence of HIV was first identified among populations throughout Latin America and the Caribbean, as it was in North America and sub-Saharan Africa, in the early 1980s.
They suggest that the epidemic is or will soon become part of the same kind of “synergy of plagues” (the interaction of various health problems—such as HIV infection, alcoholism, drug use, and tuberculosis—which disproportionately affect poor communities) that has been described in poor minority populations in the inner cities of the United States.

The Latin Tinge: The Impact of Latin American Music on the United States, Oxford University Press, John Storm Roberts
Roberts highlights pioneering Latin American performers who popularized Afro-Hispanic music in the United States: Cuba's Pérez Prado and Mario Bauzá, for example, swung New York dancers to the beat of the rumba, mambo, and Latin jazz in the '30s and '40s.
Roberts traces the music through its earliest moments in America, and does a great job describing all the divergent trends and fads within the field of Latin music, and manages to tie them together in a brilliant way that opens up a lot of stuff that we'd never been able to filter through before.
The Latin Tinge shows how musical trends from Spain and Africa evolved into the Cuban son, bomba y plena in Puerto Rico, Argentinean tango, and the samba in Brazil.

 MSN Encarta - Rock Music
Rock music began in the United States, but it has influenced and in turn been shaped by a broad field of cultures and musical traditions, including gospel music, the blues, country-and-western music, classical music (see Music, Western), folk music, electronic music, and the popular music of Asia, Africa, and Latin America (see Worldbeat).
Rock and roll was a combination of the R&B (rhythm-and-blues music) style known as jump blues, the gospel-influenced vocal-group style known as doo wop, the piano-blues style known as boogie-woogie (or barrelhouse), and the country-music style known as honky tonk.
Rock musicians have pioneered new studio recording techniques, such as multi-tracking—a process of recording different song segments at different times and layering them on top of one another—and digital sampling, the reproduction by a computer of the patterns of a particular sound.

In late January, Canadian Secretary of State for Latin America, Denis Paradis, hosted an Ottawa summit of the Francophonie including France, and representatives of the E.U. and the United States to consider the "Haitian crisis." Significantly, Haiti was not invited.
Their strategy includes a massive disinformation campaign in U.S. media, an embargo on desperately needed foreign aid to Haiti, and direct support for violent elements, including former military officers and Duvalierists, who openly seek the overthrow of President Aristide.
Paradis then leaked bits of information about the conference to L'actualité, in which he said the notion of a Kosovo-style "U.N. trusteeship" were considered.
