On September 18, 2005, in an interview with the Canadian Press, Wilkins was asked whether the United States regretted "rendering" innocent Canadian Maher Arar to Syria, where he was tortured.
The United States refusal to participate in the inquiry was front page news in Canada.

Contiguous or Co(n)terminous United States means the United States without Alaska or Hawaii (the "Lower 48"), but it is very common for people to say continental for contiguous.
The wikipedia article I'm quoting shows how many names are shortened in daily use and it happesn that in the case of USA or US the short-hand form can't be America or confusion might arise between country and continent if brought out of context...
But he is right, he is American as the word means both "from the United States" by "imposition of use" and "from America, the continent" as the linguistic system prescribes, and he would be using the latter...
