Immediately the personal computer marketplace became a battle ground for competing hardware platforms that were quite deliberately engineered for incompatibility as a gimmick by which to control market share and which cultivated likewise antagonistic cultures of users.
Virtually all non-hybrid ICs (that is, devices combining analog and digital circuitry) in all computer devices could be replaced by the combination of SAGAs and EPROM.(for default firmware) In effect, most hardware would be replaced by software.

Emulation is a common computer technique in which one computer acts like another - for instance, code is written for a Mac that mimics in every detail the operations of a PC so that programs written for a PC will run on a Mac.

The Universal Virtual Computer would be independent of existing hardware or software so that it does not need to worry about the outdating involved with time.

As part of the Convention 4 items need to be preserved-definition of the UVC, definition of the logical view of the metadata, the encoding format and finally the invocation mechanism must be documented and preserved.
The paper then lists some of the specifications if the UVC and lists the components that have been developed namely the UVC assembler, the emulator for the UVC, a general restore program and finally the program that takes very natural specifications of the preservation metadata, analyses it and stores the information in a bit stream.
