The University College of South Stockholm is situated in the municipalitys of Huddinge, Haninge and Södertälje, not in Stockholm
The University College of South Stockholm however is no longer located in Södertälje (that is not even located in the Greater Stockholm Area).
But in the case of Stockholm, the city name generally refers to an area much larger than the municipality - which is why the article mentions things like Södertörn University College, the Drottningholm Palace and AIK, all geographically located outside Stockholm municipality, but certainly relevant to this article (a position Peter seems to share).

 AN EUROPEAN AGENDA FOR CHANGE
Universities are generally keenest on the principle that the state should properly and adequately support basic research, and the funding of applied research should be left to clients and market forces.
Universities seem to accept the imperative of stakeholder partnership in all these endeavours, since developing new curricula and forms of learning is not of itself a guarantee of relevance.
University characteristics would include efficiency-based mergers on a very large scale managed with corporatist zeal; the dominance of entrepreneurialship and industrial themes; a withering of professional autonomy; problems of quality; deterioration of the traditional positive features of the collegium, dubious ethical standards; and stress and alienation.

The winner's curse is due to a failure to realize that an accepted bid puts an upper bound on the seller's value, and the loser's curse is due to a failure to realize that in increase in one's bid picks up relatively high-value items at the margin.
The failure of subjects to behave in this manner indicates that overbidding must be largely due to the winner's curse effect and cannot be explained only as an artifact of risk aversion.
Abstract: Note: As a side comment, the authors conjecture that risk aversion be part of the explanation of overbidding in first price common value auctions, but risk aversion cannot account for overbidding in second price common value auctions.
