University Corporation for Atmospheric Research - Wikipedia, the free encyclopedia
The University Corporation for Atmospheric Research (UCAR) is a nonprofit corporation formed in 1959 by research institutions with doctoral programs in the atmospheric and related sciences.
UCAR was formed to enhance the computing and observational capabilities of the universities, and to focus on scientific problems that are beyond the scale of a single university.
UCAR also operates the multinational GLOBE Program, a hands-on, school-based education and science program that seeks to teach young students using real experiments, equipment and collaboration with students in a global network of scientists and educators.

One of the basic contributors to lake/ocean effect snow is the unstable lapse rate generated by the relatively warm water surface underlying the cold atmosphere during the cool season.
While rules of thumb regarding water surface and atmospheric temperature differences are useful, a more complete picture of the potential for lake/ocean effect snow is given with parameters such as “lake induced CAPE” and “lake induced equilibrium level” (LIEL).
The persistence is noted both at the surface and middle levels of the atmosphere.

 GPS Dropsonde
NCAR continued development and improvements of the ODW for the Global Experiment in the late 1970's and these sondes were used successfully (about 7,000 dropped) to study the influence of the tropical oceans on Northern Hemisphere weather and climate.
A manned aircraft flying at these altitudes would open up many research opportunities: studying the ozone deficit in the Antarctic and Arctic vortices, the effect of clouds and aerosols on radiation transfer, the global radiation budget, the distribution of climate-related trace gases, and the movement of tropical cyclones.
Most of these research missions are aided by, or require, an atmospheric profile below the aircraft—a task best done, on a global basis, with a GPS dropsonde.
