Universities established by an act of parliament are termed "Central Universities" and are funded by the Government of India through the University Grants Commission.
Universities may be unitary in nature (with departments for various disciplines) delivering various programmes or they may be affiliating in nature with a number of colleges affiliated to it delivering programmes in various disciplines.

The University shall nominate not more than three representatives who may include the Vice-Chancellor or the Registrar, the Dean or the Deans of Faculty/Faculties concerned and such other officers/teachers of the department/departments or institutions as may be deputed by the University and their names shall be communicated to the Commission.

In terms of this provision in the Constitution, the University Grants Commission (UGC) was established in 1956 by an Act of Parliament (University Grants Commission Act, 1956) as a statutory body for the determination and maintenance of standards of teaching, examination and research in universities.
The UGC Act, 1956 states that the general duty of the Commission is “to take, in consultation with the universities or other bodies concerned, all such steps as it may think fit, for the promotion and co-ordination of University education and maintenance of standards of teaching, examination and research in Universities…” (Section 12).
Grants given by the Central Government through the Commission are meant to develop the academic and research programmes in the universities.

The UGC has constituted panels of experts in 28 subjects to advise it on measures to enhance the quality of teaching in their specific subjects, to prepare status reports regarding research and teaching facilities available in the universities and to indicate the thrust areas.
The UGC has a scheme of UGC Research Award, which is given by three levels, namely lecturer, reader and professor, allocating 50%, 30% and 20% to each of the categories, respectively, for a period, of three years and applications from the same candidate will be consider only after a period of 5 years.
The UGC has been seting up autonomous centres, from 1984, when the first one was established to provide common facilities for research, and for various services and programmes to the universities, since heavy investment in infrastructure and input is beyond the reach of the individual university to obtain these facilities.

The officials of UGC said that Ziauddin Medical University Karachi, was running one Master of Public Health degree programme in collaboration with Wollongong University, Australia, with the approval of the UGC, Government of Pakistan, while Karachi Institute of Information Technology was also allowed to run degree programmes in collaboration with University of Huddersfield England.

The subscriptions have steadily eroded since funds available to universities have not been able to cover the rising cost of the literature, and today access to journals is all but impossible, except from a handful of major university libraries.
The University Grants Commission (UGC) has recently undertaken a major new initiative called the UGC-INFONET, which seeks to provide high speed internet connections, electronic access to professional literature, and the development of multimedia content to supplement conventional learning and teaching.
This arrangement is not possible for the Universities, since the present subscription base is very poor, and therefore arrangements which involve electronic subscriptions only are being made with publishers.
